Msc. in Electronic Engineering from Simón Bolívar University (Venezuela, 1993) and Msc. in Industrial Software Engineering by the School of Industrial Engineering of Bilbao (University of the Basque Country, Spain, 1996).
Since 1999, he has been part of TECNALIA, where he has contributed to a broad range of technological areas, including battery characterization and modeling, high‑frequency power conversion, power line communication systems, broadband communication technologies, and electronics for unmanned aerial systems.
Key projects and technical contributions include:
Between 1996 and 1999, he worked at GE Industrial Systems (Spain), contributing to the development of protection, communication, and control firmware for several IEDs used in electrical substations.
From 1993 to 1995, he worked at TELETROL (Venezuela), where he developed and deployed SCADA systems for monitoring and controlling electrical transmission and distribution networks. He also participated in the development of communication protocols for both master stations and RTUs used in these systems.
He is currently focused on advancing SOC and SOH estimation methodologies for battery systems.
