Abstract
We propose a model of Sustainability Assessment of Municipal Action Plans as a way to facilitate the decision-making processes associated with local zoning policies. The model has been developed, ensuring balanced consideration of the three components of sustainability, and promoting the exercises of participatory decision. The model has been developed from multicriteria analysis and social participation tools, combining the transdisciplinary work of a research team and municipal managers and technicians from different areas. The final model is based on a set of 7 criteria and 24 sub-criteria that are structured by means of a battery of 50 indicators, each of which is defined by features of value based on a 5 point scale. The methodological development has allowed it to evolve from classical decision methods based on technical and economic analysis, to the overall and integral evaluation proposal.
